From 31 December 2025, ICS2 introduced new mandatory requirements for goods moving from Great Britain to Northern Ireland. These changes mean traders must provide more detailed data before collection, including commodity codes, precise goods descriptions, weights, and package counts. Transit is an EU customs procedure that lets you delay import declarations and duty payments until your goods reach their destination. Prefer a full import process for Northern Ireland? We’ve got you covered. With NI Full Clearance, your customs entry is completed as soon as goods arrive, no need for a supplementary declaration.

IPAFFS Pre-Arrival Notifications Made Simple
An IPAFFS pre-arrival notification is required for importing certain products into the UK, including:
- POAO (Products of Animal Origin)
- ABP (Animal By-Products)
- HRFNAO (High-Risk Food & Feed Not of Animal Origin)
- Plants and Plant-Based Products
- Composite Products
- Germinal Products
- Live Animals
Important: Goods transiting GB (e.g., FR to IE via GB) still require IPAFFS. Goods moving directly from NI to GB do not.
At Allied Customs, we’re fully registered to complete IPAFFS declarations and need minimal documentation from you. Officially, notifications must be lodged 24 hours before arrival, though this may soon reduce to 4 hours, similar to EU CHED requirements.
All consignments must be accompanied by:
- Original Health Certificate (copies are not accepted)
- Catch Certificate (for marine-caught fish)
TRACES Simplifying Health Certification
The Trade Control and Expert System (TRACES) is an EU online platform designed to streamline health certification for international trade in animals and certain animal products. While these products move freely within the EU, each member state is responsible for ensuring compliance with common animal and public health standards.
TRACES makes this process easier by generating the required documents and automatically sharing them with the relevant authorities, saving time and reducing paperwork. Through TRACES, traders can obtain export health certificates and movement notifications, ensuring compliance and smooth operations.
At Allied, we act as the operator responsible for your load. We complete the TRACES entry and manage the process through the Border Control Post in coordination with the relevant authorities. All we need from you are:
- Export Health Certificate
- Phytosanitary Certificate
- Catch Certificates for Marine-Caught Fish
Please note: The original health certificate must accompany the goods.

FAQ’s
What are incoterms and why are they needed?
Incoterms are a set of internationally recognised rules that define the responsibilities of the buyer and the seller. Incoterms specify who is responsible for liabilities such as insurance, shipping costs and customs duties. Incoterms are decided between the two parties and are ensure a smoother transaction.
What is an EORI and why do I need one?
An Economic Operators Registration and Identification (EORI) number is a unique number assigned to businesses involved in importing and exporting goods. An EORI number is mandatory for customs declarations and ensures that businesses are compliant with customs regulations. Not having an EORI number prior to importing or exporting can lead to delays which can be disruptive and costly.
How do I pay for duty and VAT?
There are a few options to pay duty and VAT liabilities that may occur. To use postponed VAT, you must ensure that your EORI is set up for PVA. Alternatively, you can set up a cash account to pay any VAT or Duty upfront. You can also use a duty deferment account (DAN account in UK or TAN account in ROI) to place any duty liabilities on your account; this money will be collected the following month. Don’t worry if you aren’t set up to pay duty or VAT liabilities we can organise payment for you for a small admin fee.
I am importing controlled goods, what paperwork do I need?
To move controlled goods such as live animals, animal products, high risk food and feed and specific plant products you will need to submit a Ched via Traces or IPAFFS. To complete a Ched, you will need to provide additional paperwork along with the usual commercial invoice and packing list. You will need to provide a Health Certificate (Export Health Certificate or Phytosanitary Certificate) which is issued by the competent authority in the exporting country. CHEDs must be submitted at least 24 hours before arrival at the border to allow authorities to prepare for inspections Late or incorrect submissions can delay clearance.
How long will it take Allied Customs to complete my customs paperwork?
